Environmental Consulting Services for the Telecommunications
& Tower Industry: DEA
has represented some of the largest telecommunications companies
in the country, working with them to address the environmental
issues related to their tower and equipment sites. We have been
providing services to the telecommunications industry since
1993 and have assisted several of our telecommunications clients
in developing their corporate environmental policies. We have
also worked with several major law firms to develop FCC reporting
formats that are now used as examples in the industry. Finally,
at the request of our clients, we have expanded our services
to include serving the entire continental United States. DEA
has the experience and expertise to address any of the issues
that may arise for a given tower location. Understanding the
Clients requirements and those of the reviewing agencies are
key to efficiently and cost effectively completing the required
work. DEA strives to work "with" our Clients and "with"
the reviewing agencies and through the establishment of good
working relationships, we have been successful in achieving
the Client's goals. We
feel that no other consulting firm can match the specialized
and highly cost effective methods that we employ, which were
developed through years of working with these companies, handling
literally thousands of projects throughout the U.S., involving
virtually every conceivable type of physical location, and encountering
a multitude of varying environmental situations. DEA
provides a full range of professional environmental services
that may be required by Telecommunications and Tower companies.
- Phase
I Environmental Site Assessments (ASTM Standard and/or modified
for specific Client needs)
- All
Phase I ESA's conducted by DEA are in general accordance with
the requirements of the ASTM Standards. However, we will custom
tailor the actual scope of work to meet the Client's requirements.
- Transaction
Screening Process Reports (ASTM Standard and/or modified for
specific Client needs)
The
ASTM Transaction Screening Process (TSP) is a standard screening
tool that has been used effectively by DEA. We have found
that the use of TSP's will vary greatly, depending on the
Client's in house environmental policy. 
- Phase
II Environmental Site Assessments
On
occasion, conducting a Phase II ESA will be necessary to further
assess identified Recognized Environmental Conditions at a
Site. However, it is an integral part of DEA's philosophy
to minimize physical testing at a Site by thoroughly assessing
all available data and evaluating the potential effects that
the existing (or potential) conditions may have on the telecommunications
Site.
Too often in this industry a Phase II ESA is recommended because
an incomplete historical investigation has left unanswered
questions. In addition, the Phase II ESA work that is proposed,
many times is excessive for the intended purpose. If DEA recommends
a Phase II ESA for a telecommunications client, it is because
it has been determined that it is the only viable way of determining
if contamination exists on, or can otherwise impact, the tower
location. In almost all cases, a Phase II ESA is not intended
to be full Site Characterization/Contamination Assessment
but is rather a tool to enable DEA and the Client to assess
the potential liability and risk of siting a tower at the
selected location as part of the Client's due diligence review.
Therefore, you will find that DEA's level of effort during
the Phase I ESA investigation, and our practical approach
to all work, will result in a savings of time and money.

- National
Environmental Policy Act (NEPA) Evaluation and Assessments
As
a result of DEA's extensive experience with the telecommunications
industry, we have become very proficient in reviewing the
requirements of NEPA with respect to the siting of telecommunications
equipment. Our level of expertise in this area, along with
our expertise in conducting Phase I ESA's, is one of the factors
that makes DEA a leader in providing environmental services
to the telecommunications industry. In order to establish
and maintain the highest degree of competency in this area
we maintain a working relationship with the FCC, SHPO offices
across the country, and regional U.S. Fish and Wildlife offices.
- Ecological
and NEPA Related Activities, including;
Wetland
Delineation and Mitigation, Section 106 Assessments, Cultural
Resource Surveys, Environmental Assessments, Environmental
Resource Permitting, and direct consultation and coordination
with applicable agencies (FCC, SHPO's, USACOE, FWS, etc.).
